Truth of Match Fixing--Way To Earn Easy Money And Easy Promotion

For last few days, hot news in public domain or a debate point on TV channels is that of Match fixing or Spot Fixing. But for a country like India, fixing of match or fixing of any spot is not a new phenomenon. In fact in every walk of life and in all departments, culture of fixing exists without any check or protest. Team Anna or Team Ramdeo or Team Arvind has made one after other exposure during last few years, but nothing happened, and what he brought in public domain was nothing but a tip of iceberg.

Arvind Kejriwal or Anna Hazare or their supporters might not have imagined the nature of fixing which is now discussed in every nook and corner of the count. He could expose 2G scam, Coal scam, CWG scam or misappropriation of money by Salman Khursid or Pawan Bansal or Manmohan Singh. The bitter truth is that case of Fixing may be found in every office , right from the office where daily wage under MANEREGA  is sanction to the office of PMO where high value corporate decisions are taken and where policies are formulated keeping in view the Fixing with Corporate houses.

If a child has to be admitted in a good school, parent has to fix some teacher or office staff so that formalities of admission become hassle free. If one has to take admission in colleges of higher education like MBA, BE or medical colleges and that too under management quota, one has to fix some broker who can mage admission with lesser amount of donation.

If a student in high school has to pass a board examination, he has to fix a few teachers or a few question setters. When a educated youth go for attending a recruitment test, he has to have setting with person who assess and evaluate the answers. If he passes recruitment written test, he explores the name of persons who will be part of interview panel. He then tries to arrange setting with one or more members of interview panel so that questions asked during interview are easy and well known to him.

If a staff has to undergo promotion process for rise in career, he or she has to develop good liasoning with top officials of the organization, members of interview panel and his immediate boss who writes his annual appraisal performance report. He has to search out an officer who can act as Godfather for him and who can motivate member of interview panel empowered to pick officer for promotion strictly as per his whims ignoring all other norms.

If a person has to get sanction of a loan from a bank he will fix some staff of the branch of the bank. If the loan amount sought for sanction is more , say about one crore, he will arrange meeting with Branch Head or loan processing officer and fix anyone who can arrange sanctioning of loan without any problem. If the loan is to the tune of many crores , one has to fix some Regional Head or Zonal Head or some big bosses like General manager, Executive Director , Chairman and Managing Director or Director or a minister depending upon the value of loan and delegated power of the person who sanctions the loan. Similarly when a loan account become Non Performing asset of the bank, the borrower has to fix the bank’s advocate or fix bank official who can ensure sanction of compromise settlement at low value or who can arrange write off of loan or who can tamper with documents or file of the account.

If a General Manager of a bank has to become Executive Director of a bank or an ED has to become CMD of a bank he has to fix officials of Ministry of Finance or that of RBI or a Minister who can prevail upon Interview Board and arrange his elevation in post without any discomfort to anyone.

If a shopkeeper or an industrialist or a motor car owner or a cattle owner has to get insurance claim from Insurance Office he has to fix surveyor and officer of the insurance company who can manage sanction of insurance claim even if the amount of loss incurred by insured person is far less and even if there is no loss at all and even if the sanction of claim need deviation from terms of policy.. It is rather easy to get sanction of insurance claim without any actual loss than to get reasonable amount of compensation from insurer for genuine loss occurred to claimant for which he is eligible under a valid insurance policy and as per terms of policy.

If a person has to get a passport issued from passport office without any hassle and without any loss of time and energy he has to fix some staff working inside passport office someone who act a s broker and who has good setting with some inside officials of passport office.

If an industrialist has to get a Pollution Free or clearance certificate from Pollution department, he has to fix an inside staff who can arrange issue of required certificate at some value in lieu thereof.

If a person has to do medical shop dealing in medicine, he has to arrange setting with some drug inspector who can arrange license for shop easily even without actual presence of medical practitioner in the shop.

If a political worker has to get a ticket for an assembly seat or a Parliamentary seat in general election in the state or in the country, he has to fix a minister or powerful member of the committee constituted by the party to select candidate for the election. If a MLA or a MP has to become Minister he has to fix party high command or big boss of the party or some heavy weight who can ensure a berth in the cabinet.

If a police constable or a block staff or Deputy Commissioner has to get transfer to a place of his choice for some reason or the other, where there is vast scope for illegal earning or which is treated as safe and comfortable, he has to fix some higher officials and all such fixation happens with the help of costly gifts or bundle of currency notes only.

If a person is caught by CBI or CVC or CVO or IT or Ed or anti corruption bureau , he makes all efforts to fix a person  in the office of CBI or CVC or CVO or IT or ED or Anti corruption Bureau to manage the internal files and try to close the case or delay the proceeding for indefinite period. This is why CBI inspector or CVO is caught taking bribe on many occasions. 

Fixing is not a new phenomenon; the terminology used in place of fixing may be different in different offices. It may be commission, brokerage, bribe or gift or easy money etc. After all these are the tools which are applied for setting the office staff in one way or the other.

In majority of court cases, advocates of opponents and witnesses of opponents are fixed by plaintiff and that of plaintiff may be fixed by opponent depending upon the caliber and managing skill of contestants. This is why millions of cases are languishing pending in various courts for years and decades.

Majority of members of BCCI are fixed by bookies, majority of key politicians are fixed by game players, and players are fixed by sattebaj and so on. Most of shares in stock market are fixed by speculators , brokers and market players as per their whims and it is small investors who become victim of such cartelization .

Whenever and wherever a politician or high ranked officer is accused of corruption or found to be indulged in scam or scandal, police officials and CBI officials and judges are fixed who appear to be offensive against erring person but actually work as agent of erring officer or politician. 

Majority of high value contract works are allotted to only those contractors who have capacity to fix small contractors, officials and engineers of that department who form part of tender committee. Majority of supply orders are given to a few selected suppliers only because they are the suppliers who can fix small suppliers and key officers who inspect and certify the quality and quantity of goods to be supplied.

In a general election candidate of bigger political parties fix insignificant candidates to enhance their vote bank. Most of rich Candidates who contest election use (all legal and illegal means) to fix voters by offering gifts in cash or in kind.

Even in purchases of arms from foreign arms suppliers, Indian army officers are fixed by foreign based arms seller .Enemy country like Pakistan or friendly country like USA or UK fix some persons ( who cat as spy ) or the other in defense and even in various ministries to know about hidden development and secret facts and figures of the country as also secret talks going on in the corridors of ruling party.

                                                          

Story of match fixing in not new, it is a an usual phenomenon and well established culture in all departments and all offices specially in public sector.

Ministers in the government who are inclined to extend all benefits to private banks , they fix government banks and try to weaken government bank as much as possible.All types of salary payment, pension payment, MANREGA payment, Financial Inclusion etc which are totally unproductive are allotted to government bank to decrease their productive work and profitability . Whereas surplus cash in public sector undertakings are parked in private banks to increase their profitability.

Similarly government fixed BSNL to give all profit opportunity to private telecom providers  and fixed Indian airlines to provide all profit avenues to private fliers.This is why private companies like Bharati, Reliance, Tata , Jet Indigo, spice etc are earning hundreds of crores of rupees per year whereas BSNL and Indian Airlines have to suffer loss in thousands of crores of rupees . This is why government have to extend financial support to companies like BSNL or Indian Airlines or Railways to keep them live .

When protectors become destructor , none can save us.  India is sick due to large scale corruption at top level and the bad culture inculcated by them in the field level which is under their control and monitoring.

India has to learn punish people who are propagating bad culture and who are originator of corruption.Otherwise voters will have to learn weed out corrupt elements from their society and from their state assemblies and Parliament.
