The IBA has now come up with a new condition that it needed the mandate of the board of directors of all individual banks in the IBA for making any further concessions on wage revision. It has sent circulars to individual bank boards asking them to ‘review the mandate.’

It is strange to ask for fresh mandate from boards of member banks after negotiating wage settlement for about 25 months.

I believe that IBA wants to prolong the wage settlement... as a strategy till the financial report as on 31st March 2015 is published by the banks. There will be increase in NPA level of the banks as the situation has worsened during last 2 quarters. There is no indication of improvement in the NPA level of the banks. IBA would use further increase in NPA level as a tool to deny us just and fair wage settlement.

Nobody is ready to accept that bank employees are not responsible for the bad loans that have accumulated in the banking system over a period of time.

The decision of UFBU to intensify the agitation by giving call for one day strike on 7th January, 2015, four days strike from 21st January to 24th January, 2015, followed by indefinite strike from 16th March, 2015 onwards is legitimate under the circumstances. All are requested to make the strike complete by full participation.

My Comments on Attitude of IBA and above write up-Danendra Jain

I have been saying for last several months that need of the hour is to expose members of IBA who are playing double game and foul game to cheat bank staff in wage revision . It is they who caused rise in NPA in nexus with UPA ministers and High profile corporate houses and it is they who are now shedding Crocodile Tears. It is top officials who caused loss to bank and who caused rise in bad debts and they are now denying wage hike to staff on the ground of rise in NPA.

It is members of IBA who should be punished for rise in NPA and for this purpose bank staff should build pressure on Government and CBI to investigate wealth of all CMD, ED and top officials who are in service and who retired to assess and ascertain whether they have assets disproportionate to their total income or not , to know whether bank staff are responsible or top officials are responsible for rise in NPA.

It is previous government , previous Finance ministers , RBI officials, Vigilance officials, auditors and inspecting officials and other officials of all regulating agencies who turned blind eyes on all corruption in loan sanctioning and monitoring processes at bank level.

It is not junior level bank staff who are ten lac in numbers who may be abused for sanction of loan to the tune of crores of rupees to bad borrowers. Ten lac bank staff should not be punished for the fault committed by top officials, politicians, bad borrowers  and ministers.

It is top officials who use to accord sanction on high value loans. It is auditors who use to provide Certificate of good health to all banks and to borrowers in their balance sheet. It is RBI officials who failed to stop bad activities and failed to nip in the bud. It is ministers who used to appoint persons and who posted corrupt officials on the post of ED and CMD and who appointed directors in board of bank. It is board of directors and management committee constituted by top officials of bank, Directors, RBI officials and government representative who use to process and sanction loans of high value specially Rs.50 crore and above .It is well known to all that 75% of total NPA in PS banks are high value loans where borrowers have been given loan to the tune of hundreds of crores of rupees.

Every quarter and every year RBI use to carry out bank audit through Statutory auditors, concurrent auditors, internal auditors. Why did they all fail to point out on-going corruption in lending. How do corporate house spend lavishly by defaulting in bank loans?

It is Government, central and state government  which should be held responsible that lacs of cases filed in various courts including Debt Recovery Tribunals remained undecided for decades. It is police and enforcing agencies which failed to ensure timely execution of decrees issued by courts in favour of bank. It is fault of legal and administrative machinery that failed to recover the money from defaulters.

It is politicians who damaged repaying culture in banks by announcing waiver of loan or ordering bankers to carrying out loan melas so that their political interest is served.

Here it is important to point out that BSNL , Coal India, Air India and many PSUs are running in loss or on the support provided by Government of India. But employees of all such loss making units are paid pay equivalent to Central Pay .Why employees of such loss making units are not asked for having separate pay scale ?

In India there are more than one  lac post offices. India has the largest Postal Network in the world with over 1, 55,015 Post Offices (as on 31.03.2009) of which 1, 39,144 (89.76%) are in the rural areas. At the time of independence, there were 23,344 Post Offices, which were primarily in urban areas. Thus, the network has registered a seven-fold growth since Independence, with the focus of this expansion primarily in rural areas.Post offices offer mail-related services such as acceptance of letters and parcels; provision of post office boxes; and sale of postage stamps, packaging, and stationery. In addition, many post offices offer additional services: providing and accepting government forms (such as passport applications), processing government services and fees (such as road tax), and banking services (such as savings accounts and money orders).

But the question to be asked here is what staff of Post Offices are doing and how much profit are they earning which enables them to draw salary better than that of Public Sector Banks.

People mostly send their letters , parcels and other goods through private courier services. There is sharp decline in sale of stamp. There is sharp fall in use of Money Orders. Practically there is no work . Even then Government of India never bothers that staff of Post Offices are paid so much salary.

Even an illiterate in village will accept that services extended by banks are far far better than not only post offices but all other departments of state government or central government. Even then, bank staff are denied wage hike by IBA and GOI on the ground of rise in NPA.

Is it not discriminatory , unjustified, arbitrary and whimsical act on the part of IBA and government of India to deny respectable hike to bank staff who are on agitation for last two years for wage revision which is due since November 2012.I hope learned Finance Minister and Prime Minister will give due importance to this issue of bank staff.

Indian Post is one of the largest employer in India which is another department of Central Government of India. There are already lakhs of employees working in the Indian Post. They will get benefit from the upcoming pay commission i.e. seventh pay commission.

Current Pay Scale of Postal Assistant = Rs. 5200 – Rs. 20200 + Grade Pay Rs. 2400 + other allowances
Projected Pay Scale of Postal Assistant = Rs. 15600 – Rs. 60600 + Grade Pay Rs. 7200 = Rs. 29730 Entry Pay

They are getting current pay scale of Rs. 5200-20200 GP Rs. 2400 which will be replaced as Rs. 15600-60600 with GP Rs. 7200. It is one of the big news for them to get handsome salary while working in Indian Post. It is expected that it will be implemented and effective from 1st January, 2016.

Dear friends, in what way we are inferior to all these people who are drawing CPC without any profit / mostly making losses, even though we the bankers are making huge profits and giving dividends to Govt.every year. We are being denied the wage revision in the name of NPA, which is being created by the HNW individuals / Politicians / Big Corporates are in hand and gloves with Top Officials of Bank/s and denting our profit/s and blocking our wage revision, where the inflation is 7-9% every year in the past 5 years. Whereas our demand of 35 % was brought down by our leaders to 23 %, which works out to 4.6% per year is also not allowed by these Top Officials who are in the helm of affairs and enjoying full benefits at the behest of Government and blocking our benefits. It is clear evident that, even the Govt. also ignores our demand and sidelining with these people, and delaying our just demands and right of CPC / WAGE REVISION. Better let them run the banks, with those people in POst Office, Railways, and the white elephant AIR INDIA, which is eating Tax payers money every year along with Great People who are sitting with huge NPA's and getting writtenoff their loans by passing bill/s in Parliament. So, let us fight unitedly and advocate for CPC only, nothing less than that.
